California Cities today issued a joint statement in support of legislation being sponsored by the two groups for the authorisation of a $100-OOOOOO postwar constiuction fund Bills for this purpose have been Introduced bv Senator Ben Ilulse Imperial Countv and Assembljman Gardiner Johnson Alameda County The measures in effect provide that in the event the legislature should fail to continue reductions in the personal income tax sales and use tax bank and corporation franchise tax and the corporations Income tax voted by the 1943 session the additional revenue shall he earmarked for local postwar public works programs The joint statement of the or- fianizations recites the legislation justified due to critical deficiencies in local public works and the fact 'here are no local surpluses such as the state has for financing the contemplated program of city and county projects have been no war surpluses in local government" the statenvent savs and counties are almost entirely dependent on property taxes for general support of the local government Property taxes have not reflected the great increase in employment and income in our The statement lists as probable local postwar construction programs flood control projects sewage treatment and disposal facilities county roads and major city streets educational structuies and other buildings in which there is a state interest
