"The election to form the district on July 2nd does not include the section In which I live," said Gammon today, but I sincerely wish it did. I know from experience what It means to have electricity on the farm and when it can be secured at exceedingly low rates the benefits will be all the more apparent. "Ordinarily when we think of hydro-electric projects of this kind, we think ot the Influence they will have on industrial development and In reducing the rates for townspeople but, wisely, the city administration has pro-vl'ed for including in the district suburban tracts and potential farm acreage, the development of which will be Just as important to Sacramento as the factor of industrial growth.

"Investigation has shown that the run-oU of water from the Silver Creek project will bo sufficient to accommodate a population ot a million people. This fact has not been given much prominence, but It Is in Itself a feature of such importance as to warrant proceeding with the project it this were the only benefit to be derived. "Together with the power and electric light possibilities, the project becomes the most Important in Sacramento's history. In my opinion. It ranks with the building ot the transcontinental railroad and the gigantic reclamation and irrigation projects which have meant so much to Sacramento.

"This Is not an experiment. Sacramento Is not trying out a new idea. We need only to point to the results shown here on the Pacific coast from the experience of Los Angeles, Alameda. Tacoma and other cities. The question is a simple one: Do the citizens of Sacramento and the territory within the proposed utility district desire to get cheaper electric power, attract industries, develop adjacent farm and orchard lands and build up their community? There can be no other answer than Yes.

And this should be the answer of all voters when they go to the polls an July 2nd. E. Subsequent election. Two-thirds majority vote required. Acquisition of these systems at figures appraised by state railroad commission, with city buying power at wholesale and selling to consumers, would give estimated net profit of annually. Third Construction of generating plant In mountains.

Subsequent election. Two-thirds majority vote required. This would complete development of the project and give a net revenue of at least 3600.000 a year which could be declared as dividends to the consumers in the form of reduced rates for electric light and power. Only the first step Is to be considered at the election on July 2nd. Step number two would make the project self-supporting from the start.

"1 have always believed that the Silver creek project is practicable and desirable, and 1 am as sincerely in favor of the project as I was opposed to the water and power act. My stand on both projects would have been the same regardless of my connection with the Greater Callfor-nla league. I sincerely pledge to the people of Sacramento that I will do my utmost It elected to make the Silver creek project an unjuallfied success. "FONTAINE OHNSON.

Cohn, assistant superintendent of public Instruction, announced today that a check of school taxation statistics during the last two years has disclosed that county and district school taxes throughout California have been greatly decreased through operation of Constitutional Amendment 16, which requires that 330 in corporation revenues shall be apportioned by the stats every year for the support of each student attending the public schools. Taj county contrtbution for elementary schools was reduced from 331.15 per pupil to and the district tax dropped from 325.62 to 320.78. H. W. Funk, city cocscilman, and H.

C. Bottorff, city manager of Sacramento. The proposition was very clearly explained by Mr. Bottorff and other speakers and a strong appeal was rpade to the voters to turn out and vote for the project next Monday.
